Paul is addressing a real problem: people in Rome who thought being under law made them stronger against sin. But law actually energizes sin by creating pressure and rebellion. Grace is what actually breaks sin's power.

Sin will have no governing authority over you because you operate under grace, not under the coercive regime of law.

Language and setting

The statement appears to revisit the objection of verse 15, suggesting that Paul anticipates confusion about grace and law. ὑπὸ νόμον ('under law') refers not merely to the Mosaic code but to any regime operating through commandment divorced from grace—a regime that stimulates sin (cf. 7:7-11). ὑπὸ χάριν ('under grace') means to exist under the sovereign reign of God's transforming favor. Κυριεύω (kyrieuō)—'have dominion'—recalls verse 9's language of death's loss of dominion, suggesting structural parallelism: as death cannot dominate Christ, sin cannot dominate those in Christ.

Significance

This anticipates the fuller argument of Romans 7 concerning the law's paradoxical role: the law is good, but apart from grace it becomes an instrument of condemnation rather than transformation. Grace provides what law cannot: the power to obey.
