Language and setting

The quotation reflects Isaiah 28:16 (LXX), which Paul has already cited in Romans 9:33. The concept of shame (αἰσχύνη) in Jewish thought denotes final exposure and humiliation in the judgment; conversely, 'not being put to shame' means eschatological vindication. The universalization—'anyone' (πᾶς)—extends the promise beyond ethnic boundaries, radical in its implications for a Roman audience perhaps still negotiating Jewish-gentile relations in church life.
