The psalmist is painting a picture of cosmic worship—not just earthly praise, but the entire heavenly realm acknowledging God's character. The 'assembly of the holy ones' refers to angels and the heavenly court.

This reflects a truth that runs through Scripture: creation itself declares God's glory, and all of heaven joins in that praise. You see it in Isaiah's vision of the seraphim, and later in Revelation where all heaven worships.

The psalmist now shifts perspective upward, depicting cosmic worship. The 'assembly of the holy ones' (qahal qedoshim) refers to the divine council, a concept widespread in ancient Near Eastern thought but theologized in Israel (see Job 15:8, Isaiah 6). Scholars from Gunkel onward have recognized that Psalm 89 draws heavily on mythological language—the heavenly court testifying to God's supreme power over chaos and history.
