In the ancient world, these nations typically competed with each other or fought for their own interests. The fact that they've formed an alliance—a unified front with shared commitment—shows how serious the threat is. United opposition is far more dangerous than scattered enemies.

When opposition to God's purposes becomes organized and unified, it might look overwhelming. But the psalm is building to the point that God is still sovereign over all of it.

The Hebrew בְלֵב אֶחָד (belev echad, 'with one heart') describes singular moral and political resolve—what modern political theorists would term 'collective action' achieved despite the enemies' diverse ethnic backgrounds. The prepositional phrase עָלֶיךָ (alecha, 'against You') is theologically decisive: the psalmist recognizes that military opposition to Israel constitutes rebellion against God Himself, a principle articulated by Nathan the prophet when confronting David's sins.
