David asks God to let the trouble these people have caused through their words come back on their own heads—essentially, let them face the consequences of their own malice.
In David's world, there was a strong sense of moral cause and effect—what you speak and do creates real consequences. He's not asking for something arbitrary; he's asking that their own weapons be turned against them, that their plots backfire.
David, now asking for a kind of poetic justice where enemies face what they've created.
The biblical principle of sowing and reaping shows up here. Proverbs teaches this principle repeatedly; Galatians also emphasizes it. David is asking God to let the natural consequences of wickedness play out.
The psalmist invokes imprecation upon those surrounding him, praying that the calamity they speak with their lips will recoil upon their own heads.

Modern scholars, following Patrick Miller's work, understand these not as vindictive wishes but as juridical appeals for cosmic justice—the psalmist invokes the ancient Near Eastern principle of divine talion (measure-for-measure), wherein speech-sins return upon speakers. The 'heads covered in trouble' (yekhasyu rosham be-amal) means their own deeds literally engulf them.
The psalmist, now invoking poetic justice whereby enemies' own wickedness becomes their undoing.
This prayer participates in the scriptural conviction that God has embedded moral consequence into creation's fabric (Proverbs 26:27, 28:10)—a conviction that Christ himself will affirm when he warns that 'all who draw the sword will die by the sword' (Matthew 26:52), suggesting that violent methods inevitably produce violent ends.
