It's one of the most pointed things Jesus ever says. He doesn't try to convince them harder. He simply tells them the truth about why they can't hear Him.
Jesus explains their unbelief theologically: they do not believe 'because you are not My sheep' (ouk este ek tōn probatōn tōn emōn), connecting back to the shepherd discourse.
This statement is theologically significant for Johannine election theology: belonging precedes believing. The sheep are identified not by their belief but by their prior relationship to the shepherd.

28I give them eternal life, and they will never perish. No one can snatch them out of My hand.
