The Thessalonians would have understood this as distinguishing between cultural accommodation and binding moral instruction.

This reflects the apostolic self-understanding evident in Matthew 28:20 and 1 Corinthians 11:23—that the risen Christ's authority stands behind the transmission of ethical teaching to the churches.
